Welcome to my study notes on the new Cattle-trespass Rules, 2026! These rules were framed in exercise of powers conferred under Section 32 of the Cattle-trespass Act, 1871 (1 of 1871) by the Central Government.
๐ก Rule 1: Short Title & Commencement
- These rules are officially called the Cattle-trespass Rules, 2026.
- They come into force immediately on the date of their publication in the Official Gazette (Date of Gazette: July 2, 2026).
โ๏ธ Rule 2: Essential Definitions
1. Act: Refers to the Cattle-trespass Act, 1871.
2. Authorised Officer: Any official from the involved in executing the Act.
3. Board: Specifically means the , which is constituted under section 4(1) of the Prevention of Cruelty to Animals Act, 1960 (59 of 1960).
4. Form: Refers to the three standardized complaint, notice, and appeal structures annexed to the Rules.
๐ Rule 3: Complaint Filing Power
Despite limitations in Section 20 of the Act, a formal complaint for violations can be submitted directly to the using Form-I.
- Can be filed by: Any aggrieved person, their authorized representative, or any .
- Modes of delivery: Written format or through electronic means (speeding up procedures!).
Remember, the Animal Welfare Board of India (AWBI) is established under the Prevention of Cruelty to Animals Act, 1960, NOT the Cattle-trespass Act itself. This is a common trick question!
